To help thousands of small businesses navigate the challenges, the U.S. Chamber has been answering questions, holding briefings, sharing resources, and lobbying on their behalf.

Summary: A supermajority of small business owners are optimistic and are planning to grow in 2025 even as frustration with Washington, DC remains high.

  • 75% of small business owners are optimistic about their future and 72% are planning on growing throughout 2025.
  • 51% of small business owners believe that interest rates are too high to afford a loan.
  • 81% feel that small businesses are not prioritized in Washington, DC.
  • 90% of small business owners want Congress to bolster tax certainty, predictability, and simplicity.
  • 78% of small business owners want Congress to reinstate full and immediate research and development (R&D) expensing.
  • 36% of small businesses currently feel the impact of increased tariffs and 38% are expecting to experience negative impacts caused by tariffs.
  • 80% of small business owners believe that regulatory red tape takes time away from managing and growing their business.
  • 55% of small business owners want the U.S. Small Business Administration (SBA) to focus on cutting red tape.

Summary: The rise in small business sales continues its slow down.

  • Month-over-month sales at small businesses in May rose 0.2% from April and year-over-year sales at small businesses rose 3.3% compared to May 2024.

Adobe 2025 Work-Life Balance Report Of Solopreneurs and Small Business Owners (May 30, 2025)

Summary: Solopreneurs work long hours, but do not regret choosing entrepreneurship.

  • 20% of small business owners work more than 50 hours per week compared to 28% of solopreneurs who work more than 50 hours weekly.
  • 10% of entrepreneurs who are 28 years old or younger work more than 50 hours per week.
  • 75% of entrepreneurs launched their firms to be their own boss. 71% launched their firms to set their own schedule, and 49% started their firms to have greater financial security.
  • Nearly 3 in 5 entrepreneurs report a better work-life balance since transitioning from a full time job to running their own business.
  • Almost 50% of entrepreneurs find it difficult to disconnect while taking time off.
  • Of the 82% of entrepreneurs who have trouble sleeping due to work stress, 61% are stressed out by financial worries.
  • 65% of entrepreneurs’ top goal is increasing revenue and profitability in 2025 followed by 49% who set their top goal as improving efficiency/productivity.
  • 53% of small business owners use artificial intelligence (AI) in their workflow compared to 62% of solopreneurs.

GoDaddy Small Business Research (May 5, 2025 re-released May 29, 2025)

Summary: Smallest businesses predict a weaker national economy and rising revenues.

  • 49% of micro-business owners (less than 10 employees) predict a weaker economy in 6-months (17 points worse than a year ago).
  • 66% of micro-business owners believe revenue will increase in the next 6-months.
  • 40% of self-employed business owners expect to remain without employees (up 4 points from a year ago).
  • 52% of micro-business owners cite limited cash flow as their biggest financial barrier and 8% view access to capital as their top small business challenge (down 2 points from a year ago).

WSJ / Vistage Small Business CEO Confidence Index (May 22, 2025)

Summary: Small business owners confidence regained some ground after a disastrous April.   

  • 14% of small business owners say the economy has improved compared to a year ago (no change from April) and 58% say the economy has gotten worse (1 point worse than April and 42 points worse since January).
  • 30% of small business owners believe the economy will improve in the next 12 months (5 points higher than April) and 44% believe the economy will worsen (12 points better than April).
  • 43% of small businesses plan on increasing employees this year (7 points higher than April) and 16% plan on decreasing employees (2 points lower than April).
  • 29% of small businesses are expecting to increase fixed investments in the next 12 months (1 point lower than April).
  • 47% of small businesses expect increased revenues in the next 12 months (2 points higher than April) and 22% believe revenues will decrease (5 points better than April).
  • 39% of small business owners believe profitability will increase in the next 12 months (3 points better than April) and 35% believe that profitability will decrease (13 points power than March).
  • 6% of small business owners believe that across-the-board tariffs will have a positive impact on their business (1 point lower than April).  66% believe tariffs will have a negative impact (6 points lower than April).

National Federation of Independent Business (NFIB) April Small Business Optimism Index (May 13, 2025)

Summary: Concerns over inflation is lower and anxiety over tariffs is higher. Pressure on Congress to ease small business uncertainty by delivering on tax bill grows.

  • 15% of small business owners expect the economy to improve (6 points lower than March).
  • 9% of small business owners believe it is a good time to expand their business (no change from March).
  • -8% of small business owners reported higher sales in the past 3-months (3 points better than March) and -1% are expecting higher sales (4 points lower than March and 4 consecutive months of decline).
  • -4% of small business owners are planning inventory investment in the next 3-months (3 points lower than March and lowest reading in 11 months).
  • 19% of small business owners reported labor quality their top concern in April, above taxes (16%) and inflation (14%).
  • 34% of small businesses reported job openings they could not fill (6 points lower than March) and 85% of those trying to hire reported few or no qualified applicants (no change).
  • 33% of small business owners raised compensation in the past 3-months (5 points lower than March) and 17% plan on raising compensation in the next 3-months (2 points lower).
  • 25% of small businesses raised their prices (1 point lower than March) and 28% are planning on raising prices in the next 3-months (2 points lower than March).
  • 58% of small business owners reported capital outlays in the last 6-months (1 point lower than March) and 18% are planning capital purchases in the next 3-months (3 points lower than March and lowest point since April 2020).
  • -7% of small business owners expect better credit conditions in the next 3-months (3 points worse than March).
  • The average rate paid for short maturity loans was 8.9% (no change from March) and 26% of small business owners report borrowing on a regular basis  (2 points lower than March).
  • 3% of small business owners reported that financing was their top problem (no change from the past three months).

National Small Business Association (NSBA) Small Business Economic Report (May 7, 2025)

Summary: More small business owners are confident in their financial future than not, but the percentage hits a low point because of economic uncertainty. 

  • 40% of small business owners report that the economy is the same or better than 6-months ago and 49% of small business owners believe the economy is the same or better than 12-months ago.
  • 51% of small business owners anticipate a recession in the next 12-months (4 points lower than 2024’s report) and 27% anticipate an economic expansion (2 points lower than 2024).
  • 59% of small business owners are confident in the financial future of their business (lowest point in survey’s 16-year history).
  • Three times as many small business owners (31%) expect growth opportunities in 6 to 12 months as those who expect growth within the next 3-months (10%).
  • Economic uncertainty tops the list of small business growth challenges (59%) compared to U.S. political instability (36%), decline in customer spending (33%), inflation (26%), tariffs on foreign goods (22%), and lack of available capital (19%).
  • 58% of small business owners increased employee compensation over the past year and 31% expect to add employees this year.
  • 49% of small business owners are expecting increased revenues this year and 30% expect revenues to drop.
  • 50% of small businesses do not have outstanding loans and of those getting loans, 60% secured adequate financing.  23% were turned down for a loan or line of credit.

SBE Council Small Business Technology Use Survey 2025 (April 8, 2025)

Summary: More and more small business owners are embracing AI adoption.

  • 58% of small business owners are actively deploying AI tools in their business.  82% of those who are using AI have adopted the technology in the last 2-years and 35% started using AI in the past year.
  • 96% of small business owners who have deployed AI in their businesses intend to continue their investments and 70% plan on increasing their investment in AI.
  • The most common small business usage of AI is content writing and creation (43%) followed by image creation and presentations (36%) and e-mail automation (36%).
  • 82% of small business owners believe that leadership on AI is essential to the future

MetLife & U.S. Chamber of Commerce Small Business Index for Q1 (March 26, 2025)

Summary: Confidence of local economy remains steady as uncertainty pushes other small business perceptions downward and plans for growth on Main Street stall.

  • 29% of small business owners are positive about the nation’s economic health (3 points lower than last quarter).
  • 37% of small business owners are positive about the health of their local economy (1 point lower than last quarter and 1 point lower than this time last year).
  • 58% of small business owners rank inflation as their top concern (3 points higher than last quarter and the 13 th consecutive quarter where inflation tops the list).
  • 35% of small business owners rank revenue as their biggest challenge (10 points higher than last quarter and highest percentage in 4-years).
  • 63% of small businesses are confident in the health of their own business (4 points lower than last quarter) and 66% are comfortable with their current cash flow (6 points lower than last quarter).
  • 20% of small businesses increased staff over the past year (2 points lower than last quarter).
  • 94% of small business owners say that trade schools or technical colleges do a good job preparing new employees to enter the workforce.  72% say the same for colleges and universities and 51% say that high school does a good job preparing students for jobs.
  • 63% of small business owners are more likely to hire an entry-level employee if they have internship or work-study experience.
  • 67% of small business owners offer flexible working hours to attract talent and pay transparency ranks second (62%) in offerings by small employers to recruit good workers followed by higher pay (55%), paid sick leave (55%) and employee referrals (50%).
